The Powers aren't conscious actors; not for the most part. They're a primal force, feeding instinctively off the ancient and innate fear response that exist in most species-- and humans are a prime source of that. They have no specific will of their own, other than to feed.
Those of use who choose to serve them do just that-- we choose to align ourselves with them, usually because we have enough in common with them to begin with.
